It appears from encl. that Sir F.Lugard was to find out

Sir F.Lugard has not mentioned the subject so far as I know.

He has not written to Sir H.May, and the latter has formed

the curiously inaccurate impression that there was not

the slightest chance of the S. of S. vetoing the proposal.

The broad fact is that we cannot allow compulsory

military service in the Crown Colonfes until the princi-

ple has been accepted at home.
